Those guys water cooled the GPU core. A real, full cover, water block actively cools the power delivery components with the flow of the loop. Slapping a CLC on there only covers the GPU core. Not even remotely the same scenario.

As I said, that scenario is improved when the power delivery section of the board is running cooler. It will deliver plenty of power for a stable 24/7 overclock. It won't be chasing any world records, but that's not my aim here.
As I also said, non-reference boards are not the water cooling death sentence they once were, but that's mostly thanks to EK. My preferred blocks from an aesthetic standpoint come from XSPC, and they pretty much just stick to reference.

I would not be getting any appreciable amount more. Also, who said Founder's Edition? All I said was reference board. EVGA's ACX 3.0 card (not FTW) uses the reference board and comes in at less than the Founder's Edition, and several manufacturers are planning cards using the reference board and a single fan rear exhaust cooler with a plastic shroud for drastically less than the Founder's Edition or even less than the ones with the fancy cooler design.

1070 is going to be at least $380 and be around 980ti performance.
