I'm really torn about getting a new monitor as the one I've been using I've been borrowing and cannot take it with me when I move this weekend. However, I have a 40" Toshiba TV while I'm sure the response time is shit yada yada is 60hz and ultimately looks pretty good that I can use in a nigger rig set up. My budget for a monitor is realistically capped at $200 at the moment since I'm in the middle of a move. I have a pretty strong rig 980ti, 4770k, 16gb DDR3, the works. So would either of these be too much of bottleneck? Any recommendations aside from these two? Also monitor general, I'm really curious about personal experiences with stuff

I can max everything out but I can only reliably get 60 at 1080p MAYBE 1440p but even in TW:WH I get pretty bad drops down to about 25fps maxed out at 1080p in full battles. If I buy anything more than 1080p might as well be 4k and that's still too much imo for me and my system

Don't get a TN unless you are a professional level CSGO fag that needs MUH SUB 5ms RESPONSE TIME.
Get a good IPS monitor so you can have good contrast and color and viewing angles. Or go to RTINGS website and sort by TV's with lowest input lag and get a good one that's either a VA panel or again an IPS.
For the vast majority of gamers there is no difference between 30ms input lag and 9ms input lag, I went from a 120hz 9ms input lag (not response time) monitor to a 48" Vizio with 29ms input lag and the only difference in feeling was going from 120hz to 60hz, the input lag was imperceptible even in CSGO. We're talking millions of a second, just don't get anything above 30ms input lag and you're good.
