What's the best way to encrypt a USB flash drive and easily decrypt it when plugged into a PC?

First, enable whole-drive encryption on it. Then, disable whole-drive encryption.
Now when you plug it into any PC, you won't have to enter a password anymore.

Nothing platform agnostic will work without administrator privileges. Even platform-specific stuff uses administrator privileges implicitly.
You cannot encrypt or decrypt a volume, certainly not MOUNT said volume, as a non-elevated user, on any OS
