Not after linux fucks up the partition table you cant. Or after the disk has been used as a live usb. You need to create a new table then you could do that. Also have to worry about drives being mounted and all that shit. Diskpart does that automatically and its a tool as old as windows xp.

Yes dd. Because mounting it as a loop device and copy pasta is just another step to deal with.

Either way the while process of repairing a drive in linux is a nightmare. In windows its completely painless.

well best way to fix dd is by using dd:
sudo dd if=/dev/zero of=/dev/sdX bs=1k count=2048

where /dev/sdX is your usb drive. I use this instead of the windows "select disk / Clean"
next you do an partition table and format the disk nomrally , ofc you need to make sure none of the disks are mounted before. Its not that different, and i bet it can be done simpler i just dont care enough to lurk moar for this.
