I use XFCE but I'm going to need to switch to something eventually because I'm fed up with GTK garbage.

I haven't used KDE since they were barely switching over to KDE 4 and everything was broken as fuck. I may check it out again sometime.

I have been using XFCE and love it. What is this "gtk garbage" you're referring to? It seems like GTK is pretty good.

Got themes? Put them in ~/.themes
Icons? Put them in ~/.icons
Want to change them? xfce4-settings

I tried to theme KDE and it was much more difficult. There were different directories for everything. One for colorschemes, one for icons, one for every little element of a theme. It was a mess.
