personally, a 280X 300$ when i got it as a gift, got the job done and still does, but may get a 480 just for hardware decoding, cpu cant take advantage of it yet, but that decode would take my cpu from 95% use down to 20 like normal.

No, steam hardware survey just detects all hardware in the system, even if you have a discreet GPU it still detects the integrated one. Thats why you can pretty much ignore every integrated graphics from that list
