actually windows 8 and 10 will happily use over 8GB of RAM if you have it to spare, they just know how to cache things if you have less RAM so as not to cause any major issues, however you will get a smoother overall desktop experience with more RAM since your OS is having to cache far fewer things.
If you just want it to work, you can run with only a GB or two of RAM and it will still run basic web browsing and shit fine.

It's the other way around.
The more RAM you have, the more your system caches, because accessing from RAM is faster than accessing from the hard drive.
That is why you get a better desktop experience with more RAM, since it's faster.
If you are low on RAM, it will ditch the caches and require you to access data from the hard disks directly.

If you have more RAM windows will use it.
