Only parts that are applicable are contributed. Some things as mentioned in the article do not fit into AV1's "architecture".
You also forget that AV1 is web alternative to HEVC, what formally VP9/VP10 was supposed to be. Daala is supposed to be the future technology beyond AV1 or HEVC.
