Both. A separate device for Steam Home Streaming. However, it doesn't work outside of Steam, but you can add any application to it if you want to.

You do need steam running, obviously, but you are not confined to one program or Steam Big Picture to use it.
It's actually probably the best $50 purchase I've made in a long time. it's really useful if you want your PC in two rooms. Beats a shitty Android TV box by miles.

The last one is impossible for someone who can't do anything besides plug a console into a TV and turn it on.
My PC is connected to my TV receiver with a 3ft HDMI cable, while sitting in the desk. When I turn just the receiver on my PC audio comes out the home theater, when I switch the input to the PC and turn the TV on it becomes the primary display. I play console-type games on my PC with PS3 controllers wirelessly connected to my PC on my couch.
The other issue is that it's usually kids on consoles using their parents TV, and they aren't responsible enough to own both a TV and PC at the same time.
