The reason is because the FCC has a lot of grey area in their rules about data caps. Luckily my ISP just removed data caps in our area so now I'm truly unlimited. Might upgrade to gigabit soon as well.

In my home town the local cable company has data caps, but we also have a municipal run fiber network that lacks caps, has faster & more stable connections, and is priced slightly cheaper than the cable, both for internet alone & tv/phone package deals.
