On my desktop, I keep getting speeds around 60 Mbps for both download and upload. I'm pretty sure that I pay only for 25 up and down. If I check on my laptop and other internet devices, the speeds are what they are supposed to be.

That's going to depend on your closest youtube servers and the peering arrangement between your ISP and whoever owns the local backbone in your area.

You're literally retarded if you dont understand how your ISP peers with Teir 1 providers like Level 3 Communications, Cogent, NTT, etc then I can't help you.
I live in a city of over 1M people, during prime time hours there are enough people all trying to access youtube through the same access point causing everyone to get slowed down. This can be fixed with more servers and a larger pipe, but since it only happens occasionally during primetime hours it's not a HUGE concern for the ISP as the majority of the time there are no issues whatsoever.

No i dont own an nvidia card, its an AMD r9 280x. its really good for gaming. Yes you need a good graphics card to play games at a reasonable frame rate these days.
