I've been seeing news articles saying the 1070 will range from 379 to 450. The only one I can find right now is 450. Is there/will there be a cheaper retailer?

Depends all on who makes the card, if it's an EU brand it costs £100 less almost.
UK Price is about $500 for founders 1070, which isn't that bad considering how bad pricing usually is.
Just look for MSI or kfa2 brands, they're so much cheaper for the exact same product.

I got mine at like 6:05am speshul snowflake time (Arizona has our own timezone since we don't do daylight savings, so we're the same as Pacific half of the year and same as Mountain half of the year). I felt bad about getting the "founders edition", but after seeing that the aftermarket cards are more expensive I don't care, the thermal performance is good enough on the FE 1070 and I don't want to wait for other cards to get in stock.

Picked it up around 10 Am in the east here, I was lucky to be the one of last customers on newegg to buy it, I could probably sell it on ebay for an extremely inflated price and buy an aftermarket 1070 when the dust settles.

Basically the ones on sale now are the Nvidia Founders' Edition cards, these will probably stay at $449 for a long ass time.
AIBs will be putting out (slightly) cheaper models, likely all the way down to the MSRP of $379 for the shittiest model with a cheap plastic blower cooler.
EVGA released prices on their ACX cooled models, they're actually going for closer to and likely above the Founders' Edition prices (e.g. the superclocked model is only $10 cheaper than reference at $439.99 and the base model with ACX cooler is $419.99, meaning the FTW model will probably be priced either at or slightly above the Founders' Edition, and the baseline will either be really cheap or $20+ above MSRP).

In all comparisons I've seen, the hardware encoders were really similar, requiring high bitrate for decent quality and having very low performance impact. I hear that the bloatware AMD offers to users to use the encoder with (gaming evolved?) is a piece of shit however.
What kinds of differences have you noticed between VCE and NVENC? I don't have an AMD gpu so I can't test myself.
