I read about one dipshit who would drive around with one in his car to stop others from using their phones near him. The FCC set up some cameras and other equipment along the route that he was taking (due to reported outages) and nailed him with ease.

It's pretty hard to get caught if you just do it once and nobody sees the device, but if you do you make a habit of it then the FCC will start hunting for you.

Triangulation. The jammer is inherently stronger than the cell netowk its swamping, all they need to do is look for a high power transmitter on whichever band (frequency) is being impacted. The signal is also missing TDMA data, another big hint that it is not a cell tower. Carriers also see them in their netwok stats (repeated failed sign on/handover attempts on a single cell site) if they are watching closely enough, which, if enough people complain, they will start doing.

No more difficult than finding a bright globe in a dark room really.

You do understand how jammers work, right? They work by flooding the area with signal. Mobile carries can notice remotely when an entire area goes dark all and once, then they just go to the epicentre and find you.
Of course if you're quick then you'd have to be unlucky and actually have someone near you and on the ball, but it'll happen eventually, especially if there are repeated reports of signal problems in certain areas at certain times
