Anything can be art. Programming, by and large, is judged based on the merit of the output, and this can't be defined as art. For most, programming is a means to an end.
Although when I consider it further, programming is a language and languages can be art through poetry even though most people use it as a means to an end to convey their need and ideas. So by that analogy yes I suppose programming is an art but I have a difficult time seeing that with a strictly engineering lens.
