Why are you so sure? 980Ti was made to compete with R9 Fury. They added 2GB of RAM and increased bus width and they added almost 800 cores. If you look at 780Ti vs 780 they only added about 500 cores and no change to memory. Previous generations did not even have TI models for top level cards.
If AMD won't release a decent card to compete NVidia will not make 1080TI much stronger then 1080.

980 Ti and Titan X were the same core, GM200
780, 780 Ti, and Titan were all the same core, GM110
770 was a relabeled 680, ie GK104
We already know the 1080 Ti and Titan 10 will be GP100, maximum of 3840 shaders. No clue how much of that will make it to consumers as I've heard it's not been yielding well.

AMD's new boost does not function anywhere close to what AMD or Nvidia have done prior. It took a large amount of control circuitry to pull off. One of the side effects is it uses much less power than a normal boost while gaining more performance than prior.
