Chromium + pepperflash is pretty good. I have it around for any website that needs flash, and google docs/MSoffice online.

They're at the top of the main page at the moment. I usually use the one without sync, WebRTC and Wildvine, but of course you'll have to pick the one with them if you use those features. Green is stable (Chromium 51), blue is nightly (Chromium 53).

I dont know I never tried to config youtube-dl, I know livestreamer has a config file where you can changed the player to whatever you want, you simply need to point it at its location on the drive

I never used a browser extension, I run livestreamer and youtube-dl right out of cmd/shells via $PATH

I think he's talking about that one time that Google left in some code in Chromium that downloaded a proprietary binary, for their speech features.

They eventually allowed you to disable the download through a build flag. Most distributors will have the flag to disable it, but may have to watch out, when building Chromium yourself.
