Will new gpus be bottlenecked by current cpus?
For instance, I have an i5 4570, perhaps it will bottleneck the new RX 480 if its performance is as good as a GTX 980, as the rumors have said.
My phenom ii x3 doesnt bottleneck my 980 ti neither on gpu-based scenarios or things that need both cpu and gpu
I only notice problems in games that rely a lot on the cpu

Only if you scale down graphics settings to the point where the CPU becomes a bottleneck in achieving higher fps because it can't run the game engine any faster.

It depends on how many threads the game uses. If the game is designed to scale across many threads then even CPUs from six years ago may perform extremely well.
Assuming you are talking about games, because that's pretty much the only scenario you see GPU bottlenecks that anyone on here will care about.
