I am going to say that it is not.
The model number of 71G4647 is only one digit away from the rubber dome keyboard made by Lexmark with the model number 71G4644. That's the US layout. Google searches tell me the 71G4547 is was released in Germany, and it clearly has the ISO layout so that probably accounts for the slight difference in model number.
It's a good keyboard, but it is not a model M. Also possibly collectible and valuable enough to resell if you can get it for a good deal.

Yup, I made a bit of resource and it is a rubber dome one, I just hope the seller will see my massage before sending it, said Im not interested in it anymore and thus not buying it
