So I've tried installing the latest RemixOS (its like Android on a PC) on my Kingston 32Gb 3.0 USB but for some reason it didn't want to boot. So I thought that I will format it and use it as a normal USB drive. But when I booted back to Windows I saw that it doesnt say 32GB(28.something GB) anymore, but 9.87GB. I tried formatting it but it stayed the same. I opened up diskmgmt.msc and saw that there are two aditional partitions: 3GB and 16GB. I could format the 16 one, but that's all. Do you guys have any idea wat do? Im booting to xubuntu rn to try formatting it there

That's the thing, I cant. There is a little key icon next to the 2 first partitions. I can either unmount them or manage flags. On the 3rd partiton i can mąkę a new one sińce its unallocated

Oh god. Then unmount them first and delete after that.
Download MiniTool Partition Wizard (Free) for Windows, Rightclick > Delete all partitions and Rightclick > Create new partition (e.g. NTFS, Letter H). Afterwards click the check icon to apply the changes. Done.
Also, Remix OS probably didn't boot because the PC version is very picky about which GPU's it supports (a lot of NVIDIA cards don't work, even older ones). That's because the PC version is based on the Android x86 project which also seems to have these problems.
