i have a 70gb cap and everytime i change the quality to 480p the quality goes back to 1080p for the next video. we go over our limit every month because of it.

You could always limit the bandwidth using your router. Also possible to give a certain bandwidth to only one device while others can use what's available. Google around for your router and tutorials for that.
