This. Android M and onwards require Google Play services to get push notifications through 'deep sleep' mode. Google's fault: not Signal's fault. There's an override, but you're not allowed to use it if you could use GCM. It only uses GCM for wakeups.

If you mean WhatsApp, it now has the exact same encryption Signal does on the message layer, and slightly superior encryption (Noise) on the transport layer - just like it claims - when I analysed it. Unfortunately it's closed-source so it's hard to verify that and not really worth it for future versions, but I commend them at least for rolling good crypto out to like a billion normies without them needing to give a shit.
Signal's still better, because open-source.
Pity Signal Desktop absolutely sucks and Moxie is allergic to the idea of syndication.

If you can't even convince normies to use Signal, which is as simple and unintrusive as you can possibly get, then maybe, MAYBE, you can get them to take out that "untrusted sources" tick, install F-Droid, Orbot and Chatsecure and create that XMPP account via Tor. And don't forget to compare the key fingerprints!

Sure, if you wanted to do something that might get you in trouble, you'd better take the Chatsecure route. And if the other end is too dumb to handle it, you should consider that a red flag.
