But the permissive code itself isn't relicensed and can't legally be. If I take FreeBSD and modify some shit and then release my modified OS in binary form only, FreeBSD doesn't cease to exist or become proprietary.

Have you read any of those licenses? The WTFPL literally says you do what the fuck you want to. Want to copy/paste the code into your program, close source it, re-license it, sell it and never mention how you got that code? That's a-okay under the WTFPL.
