Is it possible to underclock a gpu to the point it doesnt need a 6 pin power connector?
I mean, i dont need all that performance but i dont want a 750 ti or a 950 se

You can downclock it to reduce power consumption sometimes, but you'll always need that 6pin.

Back in the old days, i ran my 9800gtx+ without the connector till my power supply came in. It worked fine with significantly reduced performance, the card automatically detected the situation and ran in reduced power mode.

...All sizes of ×16 cards are initially 25 W; like ×1 cards, half-height cards are limited to this number while full-height cards may increase their power after configuration. They can use up to 75 W (3.3 V × 3 A + 12 V × 5.5 A)...
So if you can get 75 W total from a 16x PCIE slot that limits what you could do and how.
But, I guess you'd start with a BIOS for the lowest level card you can find and go from there.
If you Bing image search GPU Power Consumption charts you can find several charts, "best" card I could find that'd fall within a decent range at peak 3D usage is a 7700 or so.
