Could a 190W rated CPU cooler with a fan like the Dark Rock 3 chill a 91W Skylake i7 fanless?

Should do the trick.
But note that you will have to have some kind of airflow in the case.
Test it out and report

>you will have to have some kind of airflow in the case.
Which is exactly why the whole idea of "fanless" coolers is retarded.

Mhhh i was thinking all fanless 100% silent no fans, but drill holes in case ceiling to let hot air escape the case. Passive cooling.

You are an idiot

Nahh, just proving ideas wrong if they are
Should do.
But I recommend large, slow RPM fans over complete fanless.
Subaudible is just as good as silent, but performs much better.
Take the small fans out and replace them all with one large, slowly spinning case fan that gives you some air turnover without being loud enough to even hear

This will never work. You need at the very least case fans to have enough airflow for passive cooling.

This, just go for a very large fan at a very low speed.
