Is there any reason for me to go for a 1070 over a 480 when I only play weeb shit and emulators at 1080p?

The more niche things you do, the less you should use AMD. AMD doesn't have the resource to cater for niche stuff.
Once I did something really niche like running Boom Beach in an Android Emulator, AMD GPU didn't render correctly, but Intel and Nvidia was okay.

Both are 1440 cards. You'll be absolutely fine with either.
I'd suggest AMD because, obviously, $199, lower tdp, async, less gayman aesthetics, no gimping after a year. Might want to get the $230 for the 8gb version but eh.

Only if you play at native res with no AA.
When you want to re-render with AA, that uses GPU power.
A friend just offered me his 390x for $200 so he can get a 1070. Do I take the offer and use the 390x, sell the 390x on eBay and get a 1070 or just buy a RX 480? I'm leaning towards keeping the 390x for myself to save the hassle.

The 780 is still a fairly beefy card.
Not to mention many emulators are beign worked on now that will use more power than Dolphin.
