HIV researchfag, here. The cure isn't around the corner. We are just beginning to tackle with HIV reservoirs(hint: lot's of studies still need to be done). Also, because of ARVs, HIV is now a chronic disease in the West and we are just learning about inflammation from the infection affects life span of patients. BTW, the standard ART regimen costs 37k USD a year.

Countries that have been ravaged by HIV(think South Africa) have set aside a budget to deal with infected and have a comprehensive plan to curb new infections. India has been very slow to adopt. I've not been on calls but from what I'm told, they are very salty about not being able to participate in many HIV studies because of their own issues. This might be the first of many mishaps just from HIV and other infectious diseases.
