It's fiber. Signal degradation is far less over fiber. Since you don't have to worry about capacitance or inductance in fiber, the signal (light) can be modulated (turned on and off) at an insanely high speed.
In copper, even in twisted pair, which is specifically meant to counteract capacitance, your modulation cap is far, far, far lower. Several orders of magnitude lower.
Then, in copper, you also have crazy losses. While copper can only go a few hundred feet before all these factors wreck your signal, you can go many kilometers with fiber without any repeating.
