It could, but the more power phases you have, the lower ripple you'll have and the more efficiently it can deliver power. Theres 19 phases there compared to the stock 7

Idk who makes them, but evga has been using them on the classified boards and in their stand alone power supplies overclockers use for ln2 for years now

My classified overclocks great, evga also provies an unofficial overvolting tool that allows you to go up to 1.65v on the core and 1.85v on the mem, and you can mess around with the pex vdd and the pwm switching frequency

There are actually 16+3 phases on this board, the other three are to the right, but yes, very pointless.
As long as Nvidia continues to limit chip voltage, it doesn't matter how massively powerful the backend is, you can only pump so much electricity through that chip, at least without modding and liquid nitrogen.
