I only got my first static website set up few hours and and I keep getting pic related requests from random IP addresses every few hours.
Are these bots scanning for vulnerabilities?

Yes, install fail2ban if you would like and configure some custom jails for the endpoints they're trying to access and just ban them forever.

Yes. It's completely normal. Also look at auth logs for extra fun.

I have no clue. I don't run Windows anything for server related junk. You'll have to find out on your own.
