My best guess is that they don't know any better.
For 17k, you could make your own solar powered battery bank out of lifepo batteries, and have enough power to power anything you need.

When your infrastructure costs at least 10x that is is cheap insurance. There's a difference between pulling the cord on your gayman PC vs unexpected shutdown of a database server, corrupting the database which of course was not backed up often enough, and now you lost a week of work for the company.
