It isn't, and it never was.
In the Soviet Union, when Ukraine was a soviet itself, Kruschev transferred administrative power over Crimea from the Russian soviet to the Ukrainian soviet, because it was within the soviet union anyway, it was like a country reassigning the borders of its municipalities.
When the Soviet Union collapsed, the de facto place of Crimea was within Russia, as it has always been.
Nobody gave a fuck though and everybody wanted to avoid tensions, so they let it be.
But when Ukraine elected a coalition with proper fucking neonazis in the government, and tried to fuck around, of course Russia couldn't afford to to lose the Sevastopol base.
And they did to the descendants what they did to their tatar ancestors, they chased the nazis out of Crimea.
