there's a few reasons why this may have happened
1. big polaris wasn't/isn't ready yet, so they rather perfect it instead of rushing it out
2. they know they can't compete with 1070 at launch, so they rather wait a few months, polish their product a bit more, and then release it. the 390/390x can out barely a year ago, so it makes sense for AMD to want to wait at least a year before a replacement comes out
3. they know they can't compete with nvidia at all in the performance segment, so they're going for the low-end first, with performance cards on the backburner
