Hello, my name is Hector and Im heavily interested in DOS games from the past.
However, the question is... Can those games be developed in modern Windows versions (7,8,10)? If so, what are the requirements, because there's some videos on YouTube teaching us how to code on Batch, but I don't think it is simply as that.

but of course you can code old-school games for modern operating systems.
i would suggest you to stay away from programming and try some frameworks/editors to create simple games.
on of the popular tools is RPGMaker2000, easy to start with and has a lot of examples all over the web.

The easiest way to get started is to use a library like Allegro and DJGPP set up in a virtual environment like DOSbox or Pre-Vista Windows in Virtualbox. Although if you want your game to run on really, really old shit (pre-pentium II era) you are going to want to ditch libraries and code directly on the hardware.

You can write the game in Microsoft's Quick Basic language and compile it in the modern fan-made version of Quick Basic, QB64. It's not exactly DOS, but the game will be DOS-like.
