No, it's far too elusive of a concept for anyone to be able to patent it.

However, there is a particular brilliant shade of blue which Sony uses often which might be a trademarked color. It's featured heavily in their products.

And I'm going out on a limb here but it seems to me in Japan blue is associated with building and constructing. Construction vehicles in Japan are often blue or green, rather than the western yellow.

vaporwave is progressive though, it is distinctly different than legitimate 80's and 90's culture. i.e. an episode of Rugrats is not Vaporwave, but an episode of Rugrats at 40% speed, inverted colors and a variation of the theme is.

The really early dev PS-X machines had a beautiful sky blue finish instead of that darker blue: controllers as well. I'm gutted I never got a photo and haven't seen any surviving specimens.
