Linux has MPRIS, it uses dbus to send common media functionality between programs. A multimedia application just needs to support the MPRIS spec and anyone can see and manipulate that data.
Be it going to the next title or to a specific point in the current track etc.
Many DE's provide widgets to make use of that ability and is nowadays standard in any big desktop project.
