Well because the people that are qualified for those positions would usually prefer working in the US for 2x, 3x the pay. Switzerland is probably at the top because of CERN. Even though half of the facility is in France the majority of offices are on the Suisse side, but there are quite a few employees that live in France because it's cheaper than living in Genève. Switzerland only has 8m pop compared to France's 55m, so it probably has a greater effect on the per capita figure.
