xiaomi.eu is not an official xiaomi site, its a community of developers making modified MIUI roms. Their roms are better, they use less ROM, less storage, have more nice features and the rom runs more smooth.
However you need to have an unlocked bootloader to flash them, you need TWRP first.

Got my gf a Note Meme 3, arrived last Wednesday. Applied for an unlock code, still no luck yet.
As it turns out the latest "Safe TWRP" on XDA somehow disables the emmc_appsboot.mbn file from being flashed. And apparently the xiaomi.eu doesn't have the verify code in their boot.img so no need to patch boot.img. So this means that OTAs should work properly.
So I'll be unofficially unlocking and installing the xiaomi.eu ROM until CM13 works well and proper.

Chinese dev/beta version with google play sideloaded is fine (it's what I'm rocking right now) if you don't mind everything in English instead of your native language.
It's most likely even better than a Global rom because you can install just the basic google framework stuff instead of getting the whole botnet package, which is XBOX HUEG.
Really, if you see anything in Chinese in the China rom, it's a feature/service you don't even need and can safely uninstall. Only exception that I can think of is the file picker for notification sounds, themes and fonts that defaults to the Xiaomi store but clicking on the blue "down" arrow icon marked with 本地 will bring you to your offline available files.

That's a custom rom, flash at your own risk. Honestly, I'd just flash the china dev rom, set it to English, live with it for a week and just wait for the unlock code then flash the rom from Xiaomi.eu.
I've already done some research and roms for locked bootloader are hacked together over old versions with outdated kernels and cannot be updated without a data factory reset. Besides, you'll have to flash the dev rom anyway before unlocking and flashing xiaomi.eu rom.
