The 10 seconds your laptop spends on a conveyer belt doesn't justify an inventory tracking system, so when it comes out the other end it's assumed that you haven't already forgotten about it and walked way, as the author of that article did. They have no way of identifying whose goods belong to whom, nor do they care. They literally only care about making sure that nothing that gets through is an explosive device or a weapon or whatever (they're bad at it, but that's beside the point).

TSA gave it to a woman that probably walked up and thought that the generic-looking MBP was hers, and she happily walked away with it.

Why was this allowed? Because nobody reprimands travelers like the author for being an oblivious, irresponsible dope.

TSA checks carry-on bags. you're just not present when they scan the bags. They leave a note (like this note in this generic picture) in the bag to let you know (although I'm not even sure they're legally obligated to do so).

the author writes that the woman walked up and retrieved the laptop. TSA giving it to the person who claimed it is exactly what they're supposed to do. the fuckups in this scenario were the author, who LITERALLY WALKED AWAY WITHOUT HIS LAPTOP, and the woman who was too stupid to double check the laptop she was walking away with.
