cplusplus.com is an official reference with a lot of good overview material, might be a bit out of date now but good enough to get a grip. learncpp.com has a slightly less dense guide. Make a goal, learn to google your problems. If you can, work on a unix platform and compile with gxx its much simpler and teaches you more about the process than using microsoft bloatware studios current year edition

Programming Principles and Practice is a good beginners guide to programming and uses the C++ language to do so.
C++ Primer is also a beginners book but not for a total beginner to programming, it does expect some basic understanding of what programming is with another language such as python, javascipt, etc.
Effective Modern C++ is for the more advanced c++ programmer. you wont need that for a long while.
so if you are a total beginner then get the first book. if you are just a beginner to c++ but have experience in some other language get C++ Primer.
