If Intel has intentionally built in a secret back door into all of its chips so that the NSA can spy on everybody, why aren't Russians exploiting this back door commit identity theft?

This is actually a really good point. If intel really did build in a secret back door for the government to use to spy on people and it suddenly became vulnerable, Intel would be completely ruined.
The financial risk they would incur for providing the government with this capability would be extraordinary.
