in Poland it's legal to have downloaded music and movies. (or rather, it's legal to copy music/movies from someone you know, but they'd have to prove you don't know the guy who seeded your torrent so noone will ever bother.)
It is illegal to have pirated software. (and they make a show of catching a few guys every few months, just to remind the public about it).
And it is absolutely illegal to distribute pirated content of any kind.
So as long as you only download movies or mp3s and don't seed, you're maybe not 100% legal, but 100% safe.
