I'd go with having a lot of fans so you can run them at a lower RPM to get sufficient airflow while also running quieter.
At a certain point you're just blowing hot air around. It needs proper air flow

No if the hot air already inside the case has no way out, pushing room temperature air into a case full of 70ºC hot air won't make much difference, not unless your room is at 10ºC or less.

About 500 watts of delta mega fast fans is probably too much
Also remember that having slightly higher intake with dust filters on them is better than more outtake.
As dust control is harder with "negative pressure"
