Idk for sure what they mean as I didn't watch. But the concept has existed for a while. Basically apps run in the cloud and you only download a thin client to interface with it. You get the info you want when you want it without having all the extra features you may never use.

This only really works for everything except games, as it can introduce latency while you are downloading the data you requested.
