The biggest selling points for vive are the controllers and chaperone. The chaperone system is coming functionally to oculus (set area, see boarders, rather than a filtered camera view) and touch looks like it's going to be better than vive controllers, looking at demos.
Rift is lighter, more comfortable, has better optics, less screen door effect, slimmer cables, better tracking, etc.

hmm.. i've also heard a lot about it coming loose when leaning down, and seeing that the oculus has a more secure fastening swings it back into rift's court..
either way, the vive for me is about $1300. playing wii sports on a ~$1300 tv doesn't sound like a savvy purchase to me, so it's still a ways off. once a few killer apps come out, it'll most likely be a more sound purchase.

You can use Steam in offline mode.
Vive doesn't need Steam at all, it uses OpenVR, but Steam provides SteamVR which handles things like letting you use the camera or chaperone. I'm pretty sure this can be done without SteamVR but it needs to be implemented by the game in that case.
