while your statement of "your gpu ultimately decides the fps to the screen" isn't technically wrong, it doesn't directly affect the source framerate, only the rate it's viewed at

for example, if you view a still image on your computer, your gpu is still sending it to your screen 60 times per second, but the image still doesn't change

the source framerate matters for several reasons, one is that it determines how "smooth" the video is, with higher rates resulting in less juddery motion. and another is to make a video more suitable for a particular display, for example, most displays people view websites on will be running at 60Hz, so it's beneficial to create videos that are a multiple of 60fps, so as to avoid uneven frame timing (a 30fps video on a 60Hz display may appear smoother than a 50Hz one, as the frames are displayed for equal time periods, where 50fps can't, and some frames will need to be skipped or blended to make up for the difference)

Anything that results in a zero modulus of 60hz will result in steady playback. Acceptible framerate for the human eye to perceive motion is 25-30fps, hence the PAL and NTSC standards. You pushing a 50fps video to the graphics card does not mean it will get to the monitor at 50fps. Seeing as nearly all LCDs operate at 60hz, you're actively causing screen tearing and/or stuttering because it has to be upconverted before being sent out.
