If it's in the fans too, cigarette smoke.
If it's not in the fans, likely someone spilled shit on it and at least let it dry out but didn't clean the mobo.
Might also just be idle buildup of dust, if this is a computer in a dirty and moist environment. At work there are 2 laptops which are synced to some CNC machines, they're on 24/7 in a place filled with fine metal dust and vaporized oil + coolant in the air. Every week I have to schedule a 1 hour downtime to strip them down and clean them inside and out.
