What graphics card should I get in order to run GTA 5 very high/ultra-60fps?

OP here, the couple suggestions so far have helped, but I'd like more.
My budget is around $400, and I don't really need top of the line visuals, id settle for high settings; but 60 fps is a must.

Runs fine on medium with my gtx 680.

Pretty sure a 970 or r9 380x/390 would be fine
