They changed it in Android N. Now AOT-compilation doesn't happen at the install time, so you feel that apps install quicker, but instead apps rely on JIT at first and AOT is being performed at idle or whenever device decides it's a good time to compile stuff

This only happens when you wipe cache/dalvik cache, which you should only be doing after flashing something or if you're running into problems anyway.
Also, I think google said that this process is going to become much shorter on Android N.
