Vulkan specification 1.0 has been released and there are even drivers. I managed to create a simple triangle with Vulkan over lwjgl3. So yeah there are even bindings for Java.

AMD always gets the best performance on games newly released, then once nvidia optimises their drivers, nvidia goes to the top. Reason for this being is the fact that AMD is everywhere, from consoles, laptops, computers so game developers optimise for AMD harware. Most direct console ports will perform best on AMD hardware, hitman and other direct console ports come to mind.
Doubt he's talking about drivers specifically. Gameworks is also a huge factor that cripples performance on unsupported cards. I think this will change in AMD's favour though.
