Probably because of the explorer shell extension.
Does anyone actually reboot after installing something? I always say no or if I don't have a choice, kill the process and use the installed application anyway.

Because 7-zip includes a shell extension and you don't have to restart to install/reinstall/uninstall those, but the 7-zip devs are too fucking stupid to do it without requiring Explorer to be restarted, and the only way to restart Explorer in a user-friendly way is to restart the whole system.
In short: because idiots all around.
